When he registered for the WWI draft on 5 Jun 1917, he was farming for himself in Center City, Mills County, Texas. He had a wife and 1 child. He claimed an exemption because of a defect on his right leg. In 1920, he was shown as head of household with 3 children. He was farming a rented farm in Mills County, Texas. By 1930, Harvey owned his farm in Mills County, Texas. There were 5 children. His death certificate showed that he lived in Mills County his entire life.

Harvey married Beaulah May Kerby, daughter of John Wiley Kerby and Mary Elizabeth Luvina Couch, on 27 Aug 1908 in , Mills County, Texas.¹ (Beaulah May Kerby was born on 27 Jun 1891 in Texas,¹² died on 24 Jul 1949 in Lampasas, Lampasas County, Texas ^{9 12} and was buried on 25 Jul 1949 in Center City Cemetery, Center City, Mills County, Texas ^{12 13}.). The cause of her death was cerebral hemorrhage due to hypertension.¹⁰

They were married by Rev. L. L. Hays. In the 1930 census, Harvey gave his age at marriage as 19. Beulah gave her age as 17. That would make the marriage year 1909, not 1908.
