When Bascum registered for the WWI draft, he was living in Dallas, Dallas County, Texas. The record showed he had a broken knee cap. By the time of the 1920 census, he had married. He was working as a foreman in a motor repair shop in Dallas, Dallas County, Texas. He rented his home. At the time of the 1930 census, Bascum was a fabric worker for the government in San Antonio, Bexar County, Texas. He owned his home valued at $2500.

His last residence was San Antonio, Bexar County, Texas. He had retired from civil service.
