Dolores Fasel Bozeman reported that it is likely Joseph was born on Turner Farm, Travis County, Texas. His obituary gave Burnet County as his birth place.

At the time of the 1900 and 1910 census, Joe was living with his mother in Burnet County, Texas, and was a farm laborer. At the time of the 1920 census, Joe was living with Fritz and Annie Wall and working as a laborer on a general farm. At the time of the 1930 census, Joe was a barber in Austin, Travis County, Texas. He was a roomer in the home of Georgia B. Burton on Congress Avenue. He was already using the spelling of Newman for his name.

Joe lived in Austin, Texas, and had Newman's Barber Shop on West Sixth Street. He never married. He legally changed his name to Americanize it--to Newman. Social Security had his last residence as Marble Falls, Burnet County, Texas. He was listed as Joe Newman.
