The Neumann family arrived in America on 29 Sep 1883, at Galveston Texas. They came from Fromsdorf, Germany, on the ship "Weser" from the port of Bremen, Germany. The ship left Bremen on 6 Sep 1883.

Oscar was granted his United States citizenship on 4 Apr 1898 in Burnet County, Texas.

Oscar went to California in 1906 where he remained for the rest of his life. He was a farmer and had a walnut grove. He returned to Texas for a visit in the late 1930's. There were no children from his marriage to Alwina; however his wife had a son, Gerhard Barsch from her first marriage.

At the time of the 1910 census, Oscar was farming in Visalia, Tulare County, California. He gave the immigration year of 1883 and reported that he was a naturalized citizen. He had been married for 1 year. His stepson, Gerhard V. Barsch, 7 years old, born in Pennsylvania was listed with him. Gerhard's father seems to have been born in Germany. The birthplace report was turned around a bit between the 1910 and 1920 census reports.

On the 1920 census, Oscar reported that he was paying a mortgage to own his home in Visalia, Tulare County, California. He was farming a general farm. His birthplace was shown as Missouri, but that was the census taker's error. The person above him was born in Missouri. Oscar was still in Visalia at the time of the 1930 census. He owned his home on a farm. He gave his birthplace as Frehmsdorf, Germany. He gave his immigration year as 1882. He was a general farmer. (Other records show Fromsdorf and the year 1883.)

He was living in Palm Springs, Riverside County, California, in 1960. He had been living in Riverside County, California, two years at the time of his death.
