He came to Texas in 1856. At the time of the 1860 census, Wiley was a farmer in Burnet County, Texas. He had real estate valued at $3000 and personal assets of $1500. At the time of the 1870 census, Wiley was farming in Burnet County, Texas (Double Horn post office) with the help of his sons Francis Chapman, Robert B., and Josiah Moore. His real estate was valued at $3000 and his personal assets at $500. On the 1880 census in Burnet County, Wiley and son Bob were listed as farmers. His son Josiah, who also lived with the family, was listed as a stock raiser.
