One of the signers was John Penn, brother of William Penn. He was manager after William Penn returned to England.

In his will he bequeathed a mill to John, a plantation to James, and another 414 acres to be sold and the proceeds divided for the benefit of the younger sons William and Alexander. He left money from his estate to his daughter Isabella. He provided for a home, furnishings, money and lifetime maintenance for his wife Margaret as long as she remained his widow.
