Son of Lon and Lizzie Kelso Williams. Veteran of World War II. Served in the 36th Division as a machine gunner in Naples, Rome, South France, Rhineland and Central Europe. Preceded in death by his parents and one brother, Leonard Williams.

Victor married Birtie Mae Stanley. (Birtie Mae Stanley was born on 8 Aug 1922 in Winters, Runnels County, Texas, died on 1 Dec 2009 in Goldthwaite, Mills County, Texas and was buried on 3 Dec 2009 in Goldthwaite Memorial Cemetery, Goldthwaite, Mills County, Texas.)
