Willie's parents were William "Bill" Toombs, born in Virginia, and Adaline "Addie" Bingham, born in Tennessee. (She gave Tennessee for both on the census, but the Toombs family that lived in Carroll County, Tennessee, where her mother was raised came to Tennessee sometime between 1837 when William was born and 1840 when they were recorded on the census there.) Her mother married William Richard Nickerson, born in Louisiana, in about 1874.

Willie was listed as 17 on the 1880 census, as 24 on the 1900 census, as 46 on the 1910 census, as 58 on the 1920 census, and as 66 on the 1930 census. The birth date shown is according to the death certificate and tombstone. Willie was previously married to Richard M. Phelps. At the time of the 1880 census, they were living in Milam County, Texas. They were living in Goldthwaite, Mills County, Texas, at the time of the 1900 census. The census records showed that she never had children. By the time of the 1910 census, Willie was widowed. She was living with her nephew Grover Phelps, son of Richard's younger brother Benjamin F. Phelps, in Goldthwaite. Her mother and step father were also part of the household. She was married to James P. Booker before 1920 and listed with him on the 1930 census also. Her death certificate showed she had lived in Mills County, Texas for 25 years. The informant was L. E. Booker of Goldthwaite.

Willie next married James Pass Booker, son of Isaac W. Booker and Jane M. Evans, on 14 Nov 1911 in , Mills County, Texas.² (James Pass Booker was born on 24 Oct 1854 in , Itawamba County, Mississippi,¹² died on 25 Mar 1940 in , Mills County, Texas ^{12 13} and was buried on 26 Mar 1940 in Center City Cemetery, Center City, Mills County, Texas ¹².). The cause of his death was Hodgkins disease.⁹
