Vivian's parents were Phillip Morgan Willman and Harriet Lue Pearson, both born in Texas. At the time of the 1900 census, the family lived in Blanco County, Texas, next to her grandfather Phillip Willman and step grandmother Elizabeth. Her grandfather had immigrated to the USA in 1846 from Germany. Her father and grandfather were farmers. Her siblings were Malinda, Charles, Bessie, and George. At the time of the 1910 census, the family lived in Blanco County where her father and brothers Charley and George were farm laborers. The new siblings were Ira, and Minnie. According to the number of children born and still living, it appears that Malinda died between 1900 and 1910.

The family moved to Burnet County, Texas, by 1920. Her father was paying a mortgage to own his home. He, George, Ira, and Minnie were farming. On the 1930 census, Vivian indicated that she owned her home on a farm in Burnet County, Texas. She was 41 and had married at age 32. She was married but her husband was not listed with her on the census. She was a farmer on her own farm. Her widowed mother, Lue Willman age 63, was living with her. She lived in Austin, Texas, 25 years prior to her death.

Social Security had her last residence as Austin, Travis County, Texas. The death date was shown as 15 Sep 1971. It is shown as verified with a family member rather than proven by a death certificate. The Texas Death Index and death certificate have 27 Sep 1971. The date cut into the tombstone is 27 Sep 1971.

Vivian married Paul Robert Neumann, son of Robert Neumann and Anna Guielich, on 9 Nov 1921 in , Travis County, Texas.¹ (Paul Robert Neumann was born on 5 Mar 1879 in Fromsdorf, , Germany,^{10 11} died on 6 Nov 1946 in Spicewood, Burnet County, Texas ¹¹ and was buried on 7 Nov 1946 in Rockvale Cemetery, Spicewood, Burnet County, Texas ^{11 12}.). The cause of his death was coronary occlusion due to arterio sclerosis.⁷
