At the time of the 1900 census, the family lived in Cleburne, Johnson County, Texas, where his father was an undertaker. The family spent some time in New Mexico before the next census. His brother Elbert R. was born in Texas in about 1902, but his sister Mary H. was born in New Mexico in about 1904. At the time of the 1910 census, the family was back in Johnson County, Texas. His father's occupation was shown as speculator, trade (unclear).

When Oliver registered for the WWI draft on 12 Sep 1918, he was working as a day clerk at Cleburne Hotel, Cleburne, Johnson County, Texas. His employer was E.N. Heath (His father was manager of the hotel.). He was near-sighted. It was noted under disabilities.

At the time of the 1920 census 19 Jan 1920, Oliver was stationed at Fort Bliss, El Paso County, Texas. He was a wagoner with the 10th Ambulance Company, US Army. At the time of the 1930 census, Olliver was manager of the hotel in Cleburne, Johnson County, Texas. His wife, Hazel was working as a waitress there in the hotel. He rented his home for $18 a month. His parents were living with them. The veteran question was marked "yes WW" and then marked over as "no" with the WW marked through. His service must have started after the war was over.

He married Beulah F. Bostick, born about 1893, on 31 Jul 1972 in Tarrant County, Texas.

Social Security had his last residence as Fort Worth, Tarrant County, Texas.

Oliver married Hazel E. Head, daughter of John Jasper Head and Susan E. McClure, about 1925. (Hazel E. Head was born on 16 Aug 1901 in Texas,8 9 died on 6 Oct 1968 in Fort Worth, Tarrant County, Texas 7 8 9 and was buried on 8 Oct 1968 in Greenwood Mausoleum, Fort Worth, Tarrant County, Texas 9.). The cause of her death was pneumonia, encephalomalacia, cardiac arrest.
