His father, J. L. McNiel, was born in Alabama, his mother, Sarah Sing, in Texas.

At the time of the 1900 census the family lived in Goldthwaite, Mills County, Texas. He was renting his farm land. At the time of the 1910 census, they were paying a mortgage on a farm near Caradan, Mills County, Texas. Jesse was actually the enumerator for the census in that area for 1910 and 1920. His signature is at the top of the page where the family is listed. At the time of the 1920 census, they were still paying a mortgage on their property. Jesse and his four oldest boys were engaged in farming. He was a resident of Mills County, Texas, for 36 years prior to his death.

The dates used are on his tombstone. His death certificate showed his birth date as 10 Nov 1861 and death date as 9 Jun 1935. The informant was Mrs. R. S. Mate of Temple, Texas.
