His father was born in Virginia, his mother in North Carolina. At the time of the 1850 census, Josiah was a farmer in Cocke County, Tennessee. He had real estate valued at $3000. In 1852 he moved the family to Texas. At the time of the 1860 census, Josiah was a farmer in Burnet County, Texas. His real estate was valued at $21,000 and his personal assets at $15,000. Stone masons, Ewin Lacey 25 born in Kentucky, and George Lacey 23 born in Kentucky, were listed with the family. N. B. Mitchell, 25 born in Tennessee, who was a house joiner was also listed along with William A. Yett, 22 a merchant (Rebecca's nephew). (Apparently the Fowler home was under construction in 1860.) At the time of the 1870 census, Josiah had real estate valued at $10,000 and personal assets of $2000. He was farming in Burnet County, Texas. In 1880, Josiah was farming in Bell County, Texas. His daughter Laura and granddaughter Lura were listed in his household.

Josiah moved to Salado, Texas and built an Inn there.

Josiah married Rebecca McCamey Yett, daughter of William Yett and Mary E. Chapman, on 17 Oct 1833 in Tennessee.
