In 1900, Willis was a machinist living in Fort Stevens, Clatsop County, Oregon. At the time of the 1910 census, Willis was a cement finisher for a contracting company in Portland, Multnomah County, Oregon. He rented his home. When Willis registered for the WWI draft on 12 Sep 1918, he was living with Janie Boyer in Portland, Multnomah County, Oregon and listed her as his nearest relative (possible sister?). He was a machinist for Pacific Marine Iron Works in Portland.
