Williams' parents were William T. and Annie M. Huggins. His father was born in Alabama, his mother in Tennessee or South Carolina. At the time of the 1910 census, the family lived in Brown County, Texas, where his father farmed. They were still in Brown County in 1930. No occupation was shown for William, but his father and younger brother were farming. His death certificate gave his occupation as vocal instructor. He lived in Brownwood, Brown County, Texas, his entire life. His wife, Ethel, was the informant.

The cause of her death was carcinomatosis due to carcinoma of uterine cervix.⁴
