Robbins's parents were Robert C. and Penny Carter. His father was farming in Winn Parish, Louisiana, at the time of the 1900 census. His siblings were Dona, Lucinda, Robert B., B. Ella, and Jennie. All family members were born in Louisiana. The family was listed again in Winn Parish, Louisiana, in 1910. The children at home were Ella, himself, Jennie, Nobles, Jim and Willie (a daughter). Dona and Lucinda were deceased by that time. When Robbins registered for the WWI draft on 5 Jun 1917, he was farming for himself in Calvin, Winn Parish, Louisiana. He was single. He gave his birth place as Wattsville, Louisiana. It apparently no longer exists. At the time of the 1920 census, he was boarding with Robert Carter in Winn Parish, Louisiana. This was probably his brother. At the time of the 1930 census, he was a shovel crane man at a quarry. He rented his home in Winn Parish, Louisiana, for $6 a month. Social Security had his last residence as Calvin, Winn Parish, Louisiana.
