Otis's parents were Andrew Milam and Mary Law. The family lived in Winn Parish, Louisiana, at the time of the 1900 census. His siblings were Floyd, Myrtle, and Hessie. He was listed as Ben Otus. At the time of the 1910 census, he and siblings Myrtle, Hessie, and Lonnie were living with their maternal grandparents, George W. and Eliza Law in Winn Parish, Louisiana.

When Otis registered for the WWI draft on 5 Jun 1917, he was a farm laborer for H. R. Philips in Hunt County, Texas. He was single. At the time of the 1930 census, Otis was a laborer on a pipe line. The family was lodging with Beall Pendergast in Rhea Cottages in Midland, Midland County, Texas. Otis's was a maintenance man working with a pipeline crew. He fell through the top of the tank when he stepped onto it. He told the workers he was OK and to go get help to get him out. When they came back he was floating on the oil. They think that the fumes caused him to lose consciousness and drown. He had been an employee of Shell Oil Pipeline Corp. for almost 30 years. He was to have retired in February.
