John's parents were Benjamin Frank Powell and Parchannia Elizabeth Johnston, both born in Mississippi. At the time of the 1900 census, the family lived on a farm in Parker County, Texas. His father was a blacksmith. His brother Isaac F. was a bridge maker. His brother Amos N. was a farmer. He also had a sister Alma Louise and younger brother Ross Ernest. His mother had borne 10 children with 8 still living. The older children not with the family at that time were Mellie Charity, James M., and Sarah Elizabeth "Bessie".

At the time of the 1910 census, John was a brakeman for the steam rail road. He had been married for 5 years to May F. with no children. His brother Ross and his wife Hattie were living with them. He rented their home in Temple, Bell County, Texas. When he registered for the WWI draft on 9 Sep 1918, he was a conductor for C.C. & S.F. Railway Co. in Temple, Bell County, Texas. His wife was his nearest relative. At the time of the 1920 and 1930 census, John had the same conductor job in Temple. He also had a daughter, Parchinnia, born in 1914. By 1930, he owned his home which was valued at $6000.
