At the time of the 1900 census, they lived with his maternal grandparents, John and Maudie Phelps, in Lee County, Texas. His parents had been married 5 years. He was their only child at that time. His parents had another son Homer in 1902 and his mother died before 1907.

By the time of the 1910 census, his father had remarried and had a child with the new wife.They were living in Alvarado, Johnson County, Texas. When Willie registered for the WWI draft on 5 Jun 1918, he was self employed in Alvarado, Johnson County, Texas. His father, J.C. Combs of Dallas, Texas, was his nearest relative. At the time of the 1920 census, he and Ruth were married. He worked as an iceman in the oil mill. He rented his home in Alvarado, Johnson County, Texas. At the time of the 1930 census, Willie was a meter reader for the city water works in Waxahachie, Ellis County, Texas. He rented his home for $10 a month. They had a daughter Marcyle. His death certificate showed his occupation as assistant water superintendent for the city of Waxahachie. Social Security had his last residence as Waxahachie, Ellis County, Texas. He had lived there 43 years. His wife, Ila Ruth, was the informant on his death certificate.
