Bob grew up in Galveston and graduated from Galveston Ball High School in 1962. He received a Bachelor's degree in Business Administration from Sam Houston State University and later earned his Master's degree in Healthcare Administration from University of Alabama in Birmingham. Bob made several moves across the country, finally settling in Tomball where he and his wife, Johnnye raised their three sons. Bob had been at the helm of Tomball Regional Hospital as President/CEO since its opening in 1976, helping the hospital grow from a small 70 bed community hospital into a strong regional medical center which includes The Heritage Retirement Community, TRH Cancer Center, Texas Wound & Lymphedema Center, Texas Sports Medicine Center, The RehabCare at Tomball and TRH Home Health. Building Tomball Regional Hospital from scratch and watching it flourish was one of Schaper's proudest career accomplishments. Tomball Regional Hospital's new Heart Center that opened earlier this year was named after the hospital's 29-year CEO veteran. He was the epitome of hometown spirit and community support. He was named Outstanding Citizen of the year by the Tomball Area Chamber of Commerce in 1997 and also received Community Leader of the Year award in 2004 from State Representative, Peggy Hamric.

Bob was very active in his community and enjoyed NASCAR, fishing, gardening, the outdoors and his chocolate lab Rosco.

Bob married Johnnye Sue Manning.
